In short

Bayside Advances wrote this article for owners in Moscow, ID planning a build-out or tenant improvement. It explains how City of Moscow permit review fits with the lease and the contractor's schedule, how tenant improvement financing and contractor lines of credit work, and how to time funding so it arrives when work starts. Latah County, Idaho permitted 240 housing units in 2025.

Three Clocks on Every Build-Out

The lease starts on a date. The permit review takes as long as it takes. The contractor starts when crews and materials are free. If the funding arrives on the first clock, you may pay for money you cannot spend for weeks. If it arrives after the third, the contractor waits.

Working out which clock runs longest is the first step in any build-out financing plan.

Moscow, ID Building Permits: What to Find Out

Ask the building department whether your project needs a permit, what plans are required, and how long review usually takes. First confirm whether the property is inside city limits: the City of Moscow covers only 5.3% of ZIP 83843's land (Census 2020 ZCTA-place relationship file). The license and permits guide lists the records to check.

What Latah County, Idaho Permits Show

Latah County, Idaho authorized 240 new housing units by building permit in 2025, up from 198 in 2024 and 169 in 2023 (Building Permits Survey). The 2025 permits covered 146 buildings with a reported value of $62.8 million. These counts cover new residential units only; they do not measure commercial build-outs or waits for bids.

Tenant Improvement Financing

Tenant improvement financing pays for the changes a business makes to a leased space: walls, plumbing, electrical, lighting, finishes and fixtures. Some landlords contribute an allowance; the rest falls to the tenant. A term loan suits the tenant's share because the project is defined and the improvements last for the life of the lease.

Match the loan term to the lease. Paying for improvements over ten years on a five-year lease means paying for space you may no longer occupy.

Where a Contractor Finds Money for Lumber and Wire

Contractors may buy materials before they are paid, from cash reserves, supplier credit or a contractor line of credit, and recover the cost from progress payments. A deposit may be due at signing for that reason. Latah County, Idaho had 146 construction employer establishments in 2023, 70.5% with fewer than five employees (County Business Patterns 2023). See contractor business loans.

Contractor Line of Credit or Your Own Funding?

A contractor with a line of credit may be able to buy materials as soon as the permit issues, without asking you for a large deposit. A contractor without one may ask for more up front. Neither is wrong, but it affects how much funding you need on day one. Ask each bidder how they pay for materials and what deposit they need.

If you are the contractor, see how a line of credit works for materials and payroll between progress payments.

What a Build-Out Budget Should Include

  • Contractor bid, with allowances spelled out
  • Permit and plan review fees, as quoted by the city
  • Architect or engineer fees if plans need stamps
  • Equipment and fixtures not in the contractor's scope
  • A contingency for change orders, sized to the bid
  • Rent during construction, if the lease starts before you can open

Partners reviewing a build-out request look for a budget like this. An itemized list gives a partner more to review than a single round number.

A Build-Out Timeline That Works

  1. Confirm jurisdiction and zoning before signing the lease
  2. Get two or three bids that include permit fees and contingencies
  3. Submit plans; note the expected review period
  4. Request funding as the permit nears approval
  5. Pay the contractor's deposit when the start date is fixed
  6. Hold some funds back for change orders

A Timing Example (Hypothetical)

Illustrative numbers only. A cafe signs a lease starting March 1 and borrows $90,000 for its build-out the same week. Permit review then takes ten weeks, and construction another eight. If the loan payment is $1,900 a month, the cafe makes about four payments, roughly $7,600, before it serves a customer, on top of rent. Requesting the funding as the permit nears approval would have avoided most of that.
